PROPERTY OWNERS ASSOCIATION
The Association:
      A not for profit corporation of neighbors named North Country Knolls
      Property Owners Association (N.C.K.P.O.A.). The association was founded
      in November, 1969, and incorporated in March, 1970.

The Purposes of the Association:
1. To combat neighborhood deterioration.
2. To protect property owners' rights in the areas of taxes, schools, and
   zoning.
3. To develop neighborhood unity.

Membership:
      Any owner of property within the area bounded by McLean Boulevard,
      Randall Road, Highland, and Larkin Avenues who joins on an annual
      basis by paying dues.  This property then is entitled to one vote at all
      general membership meetings.

Meetings:
General membership meetings are held at Provena St. Joseph Hospital
       in the months of April and October, and as called by the Board of
       Directors of the Association.  Notice of all meetings is mailed to all paid
       members.

The Board:
      The Board of Directors consists of nine elected members who meet as
      necessary to keep abreast of any items presented by other members and
      the activities of the Elgin City Council, Plan Commission, and Zoning
      Board.

Business:
1. To attempt to establish communication lines with all prospective
           builders, large or small, before activities begin.
2. To maintain our strong voice with the Elgin City Council and its various
           committees.
3. To be a "watch-dog" on proposed land developments.
4. To be aware of problems such as traffic, etc. or other neighborhood
           abuses.
